The Issue
Homelessness remains a persistent and complex challenge across the United States, with individuals and families facing numerous factors that contribute to housing instability. Despite ongoing efforts by community organizations and government programs, many people continue to lack stable housing, relying on emergency shelters or living on the streets. Traditional responses often emphasize temporary shelter or short-term aid without fully addressing the root causes of housing insecurity. Moreover, the absence of coordinated strategies and comprehensive support systems frequently results in people cycling in and out of homelessness, unable to achieve lasting stability.
The Intervention
Strategies to End Homelessness, a Cincinnati-based nonprofit, is dedicated to addressing homelessness through coordinated community action. Its Housing Stability Collaborative (HSC) provides intervention services to households identified as at risk of eviction but who have not yet received a formal notice. Using a predictive analytics model, HSC identifies these families and offers targeted prevention support. Services are delivered through System Navigator for up to three months, focusing on immediate housing-related needs. The goal is to resolve the immediate housing crisis while connecting households to additional resources and implementing a plan for long-term stability.
Research Question
When delivered proactively, are case management services: housing problem solving and system navigation effective at preventing eviction among low income renting families who are not actively seeking assistance?
Intended Outcomes
LEO and Strategies to End Homelessness are partnering to evaluate the impact of the Housing Stability Collaborative (HSC) on eviction. Eviction data will come from country records. Further, we hope to measure housing stability through Homeless Management Information System (HMIS) data.
Research Study Design
LEO plans to evaluate the impact of the Housing Stability Collaborative (HSC) through a randomized control trial (RCT). Participants who are randomized into the treatment group will be enrolled in a 3-month program, during which they will receive structured support from System Navigator. This includes up to bi-weekly meetings and connections to critical services such as legal aid, financial assistance, and basic needs support. The system navigator will also be able to refer the family to other support services. Participants who are assigned to the control group will be referred to other housing services in Cincinnati.
