Homelessness Prevention Lit Review

Author: David Phillips & Nicholas Nguyen

Homelessness is rising and reactive interventions cannot respond fast enough to the needs of communities.
Between 2013 and 2023, the Point-in-Time (PIT) count for the number of people experiencing homelessness
increased from 590,364 to 653,104. At any point in time, more people are experiencing homelessness for the first
time or through repeated shorter episodes. In the 2023 PIT count, 76% of people counted as homeless were not
chronically homeless. This statistic points to the need of exploring homelessness prevention programs that could
help people remain housed in the long-run.
This one-page version of a longer lit-review outlines homelessness prevention programs, what we know, and what are areas for further research.
