Landlord Responses to Housing Voucher Tenants

Housing choice vouchers are usually redeemed in low-opportunity neighborhoods, though they are eligible for use in any neighborhood. LEO examined whether these redemption patterns could be explained by landlord behavior. For example, if landlords penalize tenants who wish to pay by voucher, and this penalty is larger in neighborhoods with higher rent, voucher tenants would tend to take on leases in low-rent neighborhoods. This study utilized the recent expansion of neighborhood-based voucher limits in Washington, D.C. to answer this research question.
